LandScope AI
Feasibility for a Portuguese site, from one coordinate.
The cadastral parcel, the PDM class and the article that governs it, the servidões that burden it, the fiscal picture, and a buildable envelope. Every figure is measured from official sources and carries its citation and its vintage, and where the data does not exist the answer says so instead of filling the gap with an estimate.
No account, no card. The precheck answers at municipality level: which plan is in force, whether we hold its encoded rules, and which servidão layers hold records there.
Municipalities with the PDM encoded
Coimbra, Cascais, Lisboa, Oeiras, Sintra and Porto, article by article. The coverage ledger publishes every encoded category with its índice and the article it came from, computed from the packs, so the claim can be checked rather than believed.
The other 272 are not encoded. There the answer names what is missing instead of estimating it.
Encoded categories stating a numeric índice
24.3% of the categories we have encoded. A category counts only when the pack states a numeric índice de edificabilidade AND names the article that states it, so a number without a citation is not counted and neither is a citation without a number.
The rest are not skipped work: most of them are categories where the plan itself states no índice, and the ledger names that split municipality by municipality rather than leaving the difference unexplained.
Of those, with measured building heights
Coimbra, Cascais, Oeiras and Sintra have a measured building-height source, which is what the valor modal test needs.
Lisboa and Porto have the articles and no heights, and the report says so rather than guessing a cércea.
Every figure above was computed from the rules packs when this page was rendered, by the same public endpoint the coverage ledger publishes, category by category with the article behind each índice. Nothing on this page is typed by hand.
Servidões are screened against the national layers we mirror: REN, RAN, protected areas, Rede Natura, albufeiras, aquíferos, military, aeronautical, road, rail, power, trees of public interest and geodetic markers. The precheck reports how many of them hold records for your municipality, with the denominator, so you know which negatives mean something.
What this is not: a licensing decision, a substitute for the municipality, or a claim that a site is unconstrained. A data gap is never a finding that nothing burdens your land, and nothing here is ever worded as one. Coverage is Portugal Continental: the national layers this is built on exclude the Azores and Madeira, and an island coordinate is refused rather than answered emptily.
